Good Governance
Good road safety governance and capacity building is essential to building a safe system, reducing road risk and saving lives. This includes promoting evidence-based road safety policy and supporting regulatory frameworks, challenging corruption and building trust in road police, and encouraging communication and cooperation between government departments.
By providing funding and support to our partner organisations across the region we aim to promote good road safety governance, share expertise and enhance the effectiveness and sustainability of local NGOs in driving change.
Cross-border dialogue
Successful road safety policies require a concerted effort across national and regional boundaries. EASST works to promote cross-border dialogue and build projects which facilitate cooperation and understanding through building local road safety capacity and expertise. Many of our target countries have frozen conflicts within their boundaries. Our projects – which also span these conflict areas – are therefore a powerful vehicle for conflict reduction and a vehicle for international cooperation.
Eastern Partnership Road Safety Observatory
The Eastern Partnership Road Safety Observatory (EaP RSO) is a joint initiative of the five Eastern Partnership countries – Armenia, Azerbaijan, Georgia, Moldova, Ukraine – with the common goal of reducing road casualties by 50% by 2030.
Funded by the EU and supported by the World Bank, the Observatory houses country-level data and acts as a catalyst to strengthen national road safety data collection, management and analysis.
As a member of the Technical Secretariat along with ISET Policy Institute, our mission is to reduce road casualties through improving the quality of systematic and consolidated data collection on road traffic deaths and serious road injuries in line with best EU and international practices.

Road Safety Governance and Capacity Building News
In February 2026, the President of Tajikistan signed into law amendments to the Code of Administrative Offences introducing a specific offence for failing to wear a seat belt.
On 7 May in Leipzig, EASST co-hosted an official side event at the ITF Summit 2026 in partnership with the EBRD and IRF.
EASST, partnered with the FIA, FIA Foundation, and NAFKU to organise a panel discussion on implementing impactful road safety mobility projects at the FIA Annual General Assembly in Tashkent.
EASST welcomes the launch of the United Nations Decade of Sustainable Transport and looks forward to supporting its ambitious goals for safer, more sustainable mobility worldwide.
On 30 September, EASST partner BIHAMK joined the EBRD Civil Society meeting in Sarajevo as part of the Bank’s visit to Bosnia and Herzegovina.
EASST has partnered with the International Transport Forum (ITF) to support the Ukrainian government in developing their new National Road Safety Strategy.
Public Association ‘Road Safety’ joins forces with the Ministry of Internal Affairs to organise a high level conference on implementation of Kyrgyzstan’s National Road Safety Strategy and Action Plan.
On 30 June 2025, the Eastern Partnership Road Safety Observatory (EaP RSO) hosted its inaugural regional road safety conference in Chisinau, Moldova.
On 5 June 2025, the Cabinet of Ministers of the Republic of Moldova approved the country’s new National Road Safety Programme 2025-2030.
The guidance has been developed in close cooperation with national stakeholders and with input from the ADB, EBRD and EIB – with financial support provided by the United Nations Road Safety Fund (UNRSF).

10 years of saving lives: Road safety capacity building and development
Our 10 year impact report looks at some of EASST’s main achievements over the last 10 years from improvements in enforcement, education and engineering, to post-crash response and inclusive mobility, discusses the key challenges faced in the region, and how EASST seeks to address them as we keep momentum towards 2030. Road Safety in the EBRD Region
This report published by EASST along with the European Bank for Reconstruction and Development (EBRD), the Towards Zero Foundation, Global NCAP and the FIA Foundation uses data from the World Health Organisation Global Status Report on Road Safety 2015 to examine the total number of road deaths and injuries in the EBRD countries of operations, including all 14 EASST countries, as well as the economic cost of road crashes to these countries in transition. Speed Awareness Course in Moldova
This report covers EASST‘s work with the UK’s National Driver Offender Retraining Scheme (NDORS) to deliver a pilot Speed Awareness Course in Moldova. This was the first time that NDORS has approved delivery of its courses outside the UK. (2016)

Global Status Report on Road Safety 2018
The World Health Organisation‘s Global Status Report on Road Safety 2018 highlights that the number of annual road traffic deaths has reached 1.35 million. Road traffic injuries are now the leading killer of people aged 5-29 years. (2018)

Shaping Road Safety Policy
During UN Global Road Safety Week 2021, NGOs made remarkable progress to mobilising citizens in large numbers and engage with decision makers. While campaign events are important, campaigning is a subset of advocacy. This training, delivered by the Global Alliance of NGOs for Road Safety and EASST, uses real time examples and case studies to help NGOs bridge the gap from campaign to advocacy in their long-term goals and to changing policies and practices within a strategic and often political framework.
Global Plan: 2nd Decade of Action for Road Safety
This Global Plan has been developed by the World Health Organisation and the United Nations Regional Commissions, in cooperation with partners in the United Nations Road Safety Collaboration and other stakeholders, as a guiding document to support the implementation of the Decade of Action 2021–2030 and its objectives. Road safety design guidance for road infrastructure designers in Central Asia
Developed by EASST, iRAP and the International Road Federation (IRF) with support from UN ESCAP and the UN Road Safety Fund, this new suite of road safety design guidance for road infrastructure designers across Kyrgyzstan, Tajikistan and Uzbekistan includes:
- A full project report of our approach and methodology, including details of existing GOST-SNiP design standards in each country.
- Results of iRAP star rating assessments at standard cross sections in the region.
- Tailored road safety design guidance, based on international best practice, for each pilot country (Kyrgyzstan, Tajikistan and Uzbekistan).
