Eastern Partnership Road Safety Observatory
The Eastern Partnership Road Safety Observatory (EaP RSO) is a joint initiative of the five Eastern Partnership countries – Armenia, Azerbaijan, Georgia, Moldova, Ukraine – with the common goal to reduce road casualties by 50% by 2030.
The Technical Secretariat of the Observatory is hosted by Georgia, led by ISET Policy Institute and EASST. It is funded by the EU through the Directorate-General for Neighbourhood and Enlargement Negotiations (DG NEAR) and supported by the World Bank.
Through the Observatory, we house country-level data and act as a catalytic force to strengthen national road safety data collection, management and analysis. Our aim is to monitor road safety data beyond that derived from crashes and share good practices to help create a solid body of evidence-based practice essential for road safety policy development.

In this first Annual Report of the EaP RSO, there is already much to celebrate – including the establishment of a new website, productive exchanges and data sharing by member countries, and evidence of a great desire to learn from best international practice.
Eastern Partnership Road Safety Observatory News
On 30 June 2025, the Eastern Partnership Road Safety Observatory (EaP RSO) hosted its inaugural regional road safety conference in Chisinau, Moldova.
EASST attended the Fourth Global Ministerial Conference on Road Safety hosted by the Government of Morocco in collaboration with the World Health Organisation (WHO).
The Government of the Republic of Moldova hosted a road safety workshop this week at Government House with the aim of reviewing and assessing the country’s road safety performance as well as discussing plans for future improvements and linking road safety to our sustainable development goals.
EASST and the FIA Foundation host two-day Pre-Ministerial Regional Road Safety Summit for road safety officials and NGO leaders in Tbilisi, Georgia.
As of February 1, 2024 the Eastern Partnership Regional Road Safety Observatory (EaP RSO) is up and running. Hosted by the Ministry of Economic Development of Georgia, the Technical Secretariat is led by the ISET Policy Institute and EASST, and is located in Tbilisi, Georgia, at the ISET Policy Institute.
