Our local road safety partner


We support road safety in Kyrgyzstan through our local partners Public Association ‘Road Safety’ (PARS). Founded with an EASST grant, PARS was the first non-governmental organisation in the Kyrgyz Republic dedicated to promoting road safety and reducing road casualties.

Through targeted awareness and advocacy campaigns PARS aims to support the delivery of the National Road Safety Strategy 2023-2027 and reduce the toll of road deaths and injuries in Kyrgyzstan. Their work focuses on improved road safety governance and public policy, as well as addressing road user behaviour and promoting sustainable mobility.

Director, Chinara Kasmambetova was a lead contributor to the “Complex of measures to be taken in the area of road safety in the Kyrgyz Republic,” which was signed by the President in 2017. She is also a member of the road safety working group of the Ministry of Internal Affairs and sits on the selection committee of the Republican Traffic Police. Through their collaborations with the Republican Traffic Police, PARS often host joint conferences, bringing in other national and international organisations, to keep road safety on the agenda of the Kyrgyz Republic.

Their recent achievements have included putting forward proposals for the integration of safe school zones into national policy, facilitating the adoption of new design guidance for road developments, successfully implementing the country’s first ever Star Rating for Schools initiative and influencing the introduction of 30 km/h speed limits outside at almost 600 schools (as of February 2026). Chinara was also recognised as one of the Best People of 2022 by Kutbilim News for her work on improving formerly dangerous intersections on school routes in Bishkek.

In all its work PARS collaborates closely with state organisations like the Mayor’s Office, Traffic Police, Ministry of Internal Affairs, Ministry of Transport and other stakeholders. The re-activation of the Commission for Road Safety, a body comprised of government ministries and public and private organisations, in 2026 represents an important platform for them to continue their advocacy work and improve road safety on a national level.

22% road fatalities are children under the age of 16.
